Communiqué of the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China (CPC)

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China (CPC) was held in Beijing from January 6 to 8, 2025. The plenary session was attended by 131 members of the Central Commission for Discipline Inspection and 247 observers.
Xi Jinping, General Secretary of the CPC Central Committee, President of the People's Republic of China, and Chairman of the Central Military Commission, attended the plenary session and delivered an important speech. Li Qiang, Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi, and other party and state leaders attended the meeting.
The plenary session was presided over by the Standing Committee of the Central Commission for Discipline Inspection. 
The plenary session earnestly studied and profoundly comprehended the important speech delivered by General Secretary Xi Jinping. It unanimously agreed that the speech fully affirmed the new progress and achievements made in comprehensively strengthening party discipline over the past year. From the strategic height of fulfilling the party's mission and tasks in the new era and new journey, it profoundly grasped the basic laws of the anti-corruption struggle with a lofty historical vision, deeply analyzed the current situation of the anti-corruption struggle, clearly clarified erroneous understandings and cleared away ideological confusion, put forward clear requirements for resolutely fighting the tough, protracted, and overall battle against corruption, made strategic arrangements for using the new achievements in comprehensively strengthening party discipline to provide a strong guarantee for advancing the Chinese path to modernization, and placed ardent expectations on the discipline inspection and supervisory cadre team. The speech is visionary, profound in thought, confronts problems head-on, and awakens people to the truth. It is highly political, ideological, and instructive, pointing out the direction and providing important guidance for further promoting comprehensive and strict party discipline, party conduct and integrity construction, and the anti-corruption struggle. It was unanimously expressed that guided by the spirit of General Secretary Xi Jinping's important speech, we will strengthen our confidence, dare to fight, resolutely shoulder the responsibility of supervision, promote the implementation of principal responsibility, focus on the "great affairs of the state" to strengthen political supervision, unswervingly rectify the style of work and discipline, and persistently advance the anti-corruption struggle with perseverance and determination. We will promote the integration of making people dare not, unable to, and unwilling to engage in corruption, and strive to eradicate the soil and conditions for corruption to breed. We must always maintain a sense of awe, strengthen the standardized, legalized, and regularized construction of discipline inspection and supervisory work, truly achieve loyalty, cleanliness, and responsibility, and dare to be good at fighting.
The Standing Committee of the Central Commission for Discipline Inspection has made the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially General Secretary Xi Jinping's important thoughts on the self-revolution of the Party, the main theme throughout the year. This has driven the entire system to deeply study and comprehend the Party's innovative theories, and to firmly maintain the correct direction of discipline inspection and supervision work. We have improved the mechanism for specific, precise, and normalized political supervision, and have thoroughly and practically implemented political supervision around the major deployments of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, promoting the implementation and effectiveness of the Party Central Committee's major policies. In the study and education of Party discipline, we strive to take the lead, conscientiously study and comprehend General Secretary Xi Jinping's important exposition on comprehensively strengthening Party discipline construction, closely study and deeply discuss each of the "six disciplines", leading the entire system to study deeply, become familiar with, and effectively utilize them, promoting the entire Party to learn, understand, clarify, abide by, and discipline itself. We continue to vigorously crack down on hedonism and extravagance, and take strong measures to rectify formalism and bureaucracy, ensuring the implementation of the spirit of the Central Eight-Point Regulations through normalized and long-term governance. We have further promoted the anti-corruption struggle, deepened and expanded anti-corruption efforts in key areas such as finance, state-owned enterprises, energy, tobacco, medicine, sports, infrastructure projects, and bidding, seriously investigated and dealt with corruption involving collusion between government and business, thoroughly investigated new types of corruption and hidden corruption, insisted on investigating both bribery and corruption, deepened the promotion of reform and governance through cases, and effectively eradicated the soil and conditions for corruption to breed. We have carried out centralized rectification of unhealthy practices and corruption issues close to the masses, punished "fly corruption" and "ant corruption" with extraordinary measures, resolutely safeguarded the interests of the masses, and consolidated the ruling foundation of the Party. We have deepened political inspections, conducted regular inspections of 68 departments and units, carried out joint inspections in the financial sector for the first time, upgraded inspections to prefecture-level cities, implemented inspections and investigations while conducting patrols, and made immediate corrections. The comprehensive supervision role of inspections and patrols has been further demonstrated. We have improved the discipline inspection and supervision system and regulatory system, cooperated with the Standing Committee of the National People's Congress to revise the Supervision Law, comprehensively promoted the construction of a digital discipline inspection and supervision system, and promoted the better transformation of institutional advantages into the effectiveness of rectifying unhealthy practices, upholding discipline, and anti-corruption. While acknowledging the achievements, we have also pragmatically analyzed the problems existing in discipline inspection and supervision work and cadre team building, requiring high attention and practical solutions.
The plenary session emphasized that comprehensively promoting the construction of a powerful nation and the great rejuvenation of the Chinese nation through the Chinese path to modernization has raised new and higher requirements for the anti-corruption struggle. We must have a profound understanding of the still severe and complex situation of the current anti-corruption struggle, and maintain an unwavering determination to win this protracted battle against corruption. We must have a profound grasp of the policy of promoting the principles of "daring not to be corrupt, unable to be corrupt, and unwilling to be corrupt" in an integrated manner, and strengthen our resolve to win this overall battle against corruption.
The plenary session proposed that 2025 marks the concluding year of the 14th Five-Year Plan. To successfully carry out our work this year, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, thoroughly study and implement General Secretary Xi Jinping's important thoughts on Party building and the Party's self-revolution, deeply comprehend the decisive significance of the "two establishments," strengthen the "four consciousnesses," firm the "four self-confidences," and achieve the "two maintenances." We must persist in governing the Party with a spirit of reform and strict standards, promote the implementation of the political responsibility for comprehensively strengthening Party discipline, promote the improvement of the comprehensive system for strengthening Party discipline, deeply advance rectification, discipline enforcement, and anti-corruption efforts, continuously promote the high-quality development of discipline inspection and supervision work in the new era and new journey, and use the new achievements in comprehensively strengthening Party discipline to provide a strong guarantee for advancing Chinese-style modernization.
First, we must strengthen political supervision around the major deployments of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and focus on promoting further comprehensive deepening of reforms and advancing the Chinese path to modernization steadily and steadily. We must resolutely uphold the centralized and unified leadership of the Party Central Committee in further comprehensively deepening reforms, closely focus on achieving the overall reform goals and progress in the "seven focuses" and 13 sub-field goals, refine and materialize the supervision content, and promote party organizations at all levels to concentrate on reforms and vigorously implement them.
Secondly, we should consolidate and deepen the achievements of Party discipline learning and education, and strive to promote the formation of a good atmosphere of observing rules and discipline, and working diligently and innovatively. We should consolidate and deepen the implementation of Party discipline learning and education by highlighting key content and key targets, promoting innovation in discipline education methods, and guiding Party members and cadres to internalize discipline in their hearts and externalize it in their actions. We should consolidate and deepen the strict enforcement of discipline by investigating and handling any violations of discipline as soon as they are discovered, effectively maintaining the rigidity and seriousness of discipline. We should consolidate and deepen the accurate application of the "four forms" by implementing the policy of learning from past mistakes to avoid future ones and treating the disease to save the patient, and giving full play to the role of prevention at all levels.
Thirdly, we should improve the mechanism for investigating and addressing malpractices and corruption issues simultaneously, and strive to deepen the integration of rectifying malpractices and anti-corruption. We should severely punish intertwined issues of malpractices and corruption through "simultaneous investigation", persevere in implementing the spirit of the Central Eight-Point Regulations, and rigorously address the "four winds" to the end. We should focus on issues such as violating discipline in the face of strong winds, invisible variations, seriously affecting market order, and increasing the burden on the grassroots, strengthen supervision, and deepen governance. We should relentlessly punish corruption, rigorously investigate corruption cases involving the intertwining of political and economic issues, and focus on systematic rectification in areas such as finance, state-owned enterprises, energy, fire protection, tobacco, medicine, universities, sports, development zones, engineering construction, and bidding. We should strive to solve the difficult problems of discovering, obtaining evidence, and determining the nature of new types of corruption and hidden corruption, seriously investigate and deal with issues such as abuse of power, dereliction of duty, and illegal decision-making that cause significant losses to state-owned assets, and resolutely investigate and deal with bribe-givers who always drag cadres down and harm the local community. We should intensify efforts to govern cross-border corruption. Through "simultaneous governance", we should eradicate the common root causes of malpractices and corruption, strengthen timely early warning and supervision of irregularities such as business operations and enterprise establishment by the spouses and children of leading cadres and their spouses, promote the establishment of a political ecological analysis and judgment mechanism under the unified leadership of the Party Committee, organized and coordinated by the Commission for Discipline Inspection, and coordinated by relevant departments, improve the joint punishment mechanism for key bribe-givers, formulate a three-year action plan for building a culture of integrity in the new era (2025-2027), and tell the story of China's anti-corruption efforts well. Through "investigation" and "governance", we should block the evolution of malpractices and corruption, formulate opinions on promoting the simultaneous investigation and governance of malpractices and corruption issues, and empower the rectification of malpractices and anti-corruption with big data and informatization.
Fourth, we must continue to deepen the rectification of unhealthy practices and corruption issues that are close to the people, and strive to promote the better and fairer distribution of the fruits of reform and development to the vast majority of the people. We must persist in punishing "fly corruption" and "ant corruption", focusing on the key and weak links below the county level and continuing to address them. We should deepen the governance of prominent issues in areas such as "school meals", rural collective "three assets" management, supervision of the use of rural revitalization funds, medical insurance fund management, and elderly care services, and solidly promote the special action to rectify corruption and chaos in the funeral and interment sector. Guide all regions to select pain points and difficulties in people's livelihoods and carry out rectification according to local conditions, making the people feel and experience the benefits.
Fifth, we must adhere to the positioning of political inspections, and strive to promote more precise identification and effective resolution of problems through inspections. We should implement political inspections effectively, deeply identify the main contradictions affecting high-quality development, and address major deviations in the implementation of reform plans. We should scientifically coordinate regular inspections, special inspections, flexible inspections, and "look-back" inspections, and flexibly carry out upgraded inspections. We should establish and improve a coordinated mechanism for internal inspections and disciplinary inspection and supervision within central units, and further promote village inspection work. We should further strengthen the responsibility of rectification entities, improve the mechanism for supervising rectification, and enhance the pertinence and effectiveness of rectification.
Sixth, we should deepen the implementation of the reform of the discipline inspection and supervisory system, and strive to promote the improvement of the Party's self-revolution system and normative system. We should thoroughly implement the strategic deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China regarding the reform of the discipline inspection and supervisory system, deepen the reform of the internal institutions and resident agencies of the discipline inspection commissions and supervisory commissions, complete the comprehensive deployment of discipline inspection and supervisory groups to centrally administered enterprises, and promote the "redeployment" of relevant resident agencies to the units at the next lower level of the units they are stationed in, subordinate universities, and central enterprises under the management of the State-owned Assets Supervision and Administration Commission of the State Council. We should assist the Party Central Committee in formulating measures for Party committees (leading Party members' groups) to conduct supervisory talks with the "top leaders" of their subordinates, and draft anti-cross-border corruption laws. Guided by intra-Party supervision, with dedicated supervision as the backbone, grassroots supervision as the support, and coordinated supervision among various types as the guarantee, we should promote the improvement of the Party and state supervision system.
Seventh, we must strengthen the political responsibility of comprehensively and strictly governing the Party, and strive to maintain a strict tone throughout. We should grasp the overall situation and lead the way with the "two responsibilities", promoting the concerted efforts of the main responsibility of the Party committee (leading Party members' group), the regulatory responsibility of functional departments, and the supervisory responsibility of the discipline inspection commission (discipline inspection group), and improving the responsibility pattern of each party taking its own responsibility and unified coordination in governing the Party. We should urge Party organizations at all levels to use systematic thinking and scientific methods to promote the governance of the Party, and further improve the system of comprehensively and strictly governing the Party.
Eighth, we will launch the "Year of Standardization, Legalization, and Regularization of Discipline Inspection and Supervision Work" campaign, striving to elevate the construction of a disciplinary inspection and supervision iron army to a new level. Strengthen capacity building, revere responsibility and mission, firmly establish and practice the correct view of political achievements, adhere to the lifeline of seeking truth from facts, strictly follow rules, regulations, and laws, correctly grasp policy strategies, accurately determine the nature of the case and enforce the law, implement the three-year action plan to strengthen organizational construction, and optimize the mechanism for selecting, cultivating, and managing cadres. Strengthen work style construction, revere power and the people, carry forward the spirit of struggle, responsibility, and the rule of law, dare to confront and show sword on major political principles and major issues of right and wrong, and ensure that the power entrusted by the party and the people is not abused. Strengthen integrity construction, revere discipline and the law, strengthen strict management and constraints, impose severe punishment and deterrence, warm the hearts of the people with deep love, strengthen daily management and supervision, resolutely eliminate black sheep, and create a disciplinary inspection and supervision iron army that is loyal, clean, responsible, and dares to be good at struggle with higher standards and stricter requirements.
