   Supervision is an inherent element of governance and occupies an important position in the management and governance of the Party and the country. Building and improving the Party and state supervision system is an important institutional guarantee for our Party to achieve self-purification, self-improvement, self-renewal, and self-enhancement under long-term governance. The "Recommendations" adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China made specific arrangements for "improving the Party and state supervision system," requiring "strengthening the regulation and supervision of the allocation and operation of power." We must thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, fulfill the tasks deployed at the plenary session, and improve the Party and state supervision system to better serve and ensure the continuous advancement of the Chinese path to modernization.
       Improving the supervision system of the Party and the state is an important part of strengthening the Party's self-construction and improving national governance in the new era. The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China made strategic arrangements for promoting the modernization of the national governance system and governance capacity, providing a solid institutional guarantee for high-quality economic and social development. To thoroughly study and implement the spirit of the Fourth Plenary Session, we must more consciously integrate the leadership and supervision of the Party into the entire process and all aspects of socialist modernization, improve the power operation mechanism featuring scientific decision-making, resolute implementation, and effective supervision, and establish a comprehensive responsibility system and supervision system. This will enable the supervision system to better integrate into the national governance system, unleash greater governance efficiency, and promote the Party and the country to open up new prospects in various undertakings.
       Improving the Party and state supervision system is a practical requirement for implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. The "14th Five-Year Plan" period is a crucial time for basically achieving socialist modernization, laying a solid foundation, and making comprehensive efforts. The Plenary Session accurately grasped the historical position of the Party and state's cause development during the "14th Five-Year Plan" period, conducted an in-depth analysis of the profound and complex changes facing China's development environment, made top-level design and strategic planning for the next five years of development, proposed major goals for economic and social development from seven aspects, and made twelve major deployments. The goals are lofty and ambitious, and the tasks are arduous and heavy. Only by thoroughly implementing General Secretary Xi Jinping's important thoughts on Party building and on the Party's self-revolution, leading and promoting high-quality development with high-quality Party building, and ensuring the correct exercise of public power through power supervision, can we ensure the implementation of the economic and social development goals and tasks during the "14th Five-Year Plan" period. Adhering to and improving the Party and state supervision system fully demonstrates our Party's firm determination to have zero tolerance for corruption, severely punish corruption, and not rest until corruption is eradicated. This is conducive to consolidating the high-pressure situation of severely punishing corruption, allowing power to operate in the sunshine; strengthening the supervision of leading cadres as the "key minority", achieving full coverage of supervision over all Party members, cadres, and public officials exercising public power, promoting reform through cases, improving systems, and facilitating the better transformation of institutional advantages into governance efficiency; and promoting the coordinated advancement of Party spirit education, legal education, and moral education, eliminating the desire for corruption from people's minds at the ideological source, enhancing their consciousness of not wanting to be corrupt, strengthening the direction of progress, and stimulating the power of struggle.
       Fully unleash the overall efficacy of the party and state supervision system. Improving the party and state supervision system involves various supervision entities and systems at all levels, making it an arduous and complex systematic project. The 20th National Congress of the Communist Party of China revised the Party Constitution in accordance with the new situation and new tasks, adding an important content of "promoting the improvement of the party and state supervision system" to the main tasks of the Commission for Discipline Inspection, endowing discipline inspection organs with greater responsibilities in managing and governing the party. To study and implement the spirit of the Fourth Plenary Session well, discipline inspection and supervisory organs should fully leverage the role of intra-party supervision and national supervisory specialized organs, and promote the continuous improvement of the party and state supervision system. In accordance with the requirements of unified leadership, comprehensive coverage, authority, and efficiency of the party, we should adhere to intra-party supervision as the leading factor, promote the performance of comprehensive supervision duties by party committees (leading Party members' groups), and strengthen leadership and coordination over various supervision entities. We should improve the specialized supervision system of discipline inspection and supervision, optimize various mechanisms and systems for collaborative and linked supervision, and continuously promote the normalization, long-term effectiveness, and institutionalization of the coordination and connection of the "four types of supervision". We should continuously enhance the quality and effectiveness of grassroots discipline inspection and supervision, and constantly improve the prevention mechanism for timely discovering problems, the correction mechanism for accurately rectifying deviations, and the accountability mechanism for strengthening responsibility and commitment. We should promote the improvement of various supervision coordination mechanisms, deepen and expand the cooperation and coordination mechanisms between discipline inspection and supervision and audit supervision, financial supervision, statistical supervision, etc., improve the organic connection system of discipline enforcement and criminal justice, and promote various supervisions to form a joint, normalized, long-term, and effective supervision force.
       We must conscientiously implement the deployment requirements of the plenary session on "improving the supervision system of the Party and the state", identify the "supervision fulcrum" in promoting the implementation and effectiveness of the decisions and deployments of the CPC Central Committee, anchor our responsibilities and positioning, strengthen our duty performance and responsibility, and we will surely be able to better transform the institutional advantages of the Party and state supervision system into governance efficiency that serves and guarantees the Chinese path to modernization.
