Thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China | Deepen the rectification

The Chinese path to modernization places the people's livelihood at the forefront. The "Recommendations of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," adopted at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, clearly states in its guiding ideology that "the fundamental purpose is to meet the people's ever-growing needs for a better life." It regards "adhering to the people-first principle" as an important principle that must be followed, and makes significant arrangements for "increasing efforts to safeguard and improve people's livelihood and solidly promoting common prosperity for all people." As political institutions, discipline inspection and supervision organs are responsible for safeguarding the vital interests of the people and are bound by their mission. They must, based on their functions and responsibilities, continue to deepen the rectification of unhealthy practices and corruption issues surrounding the masses with heart, emotion, and effort, ensure that the Party Central Committee's policies to benefit the people and enrich them are implemented, and strive to make the achievements of modernization more fairly benefit all people.
       Addressing the unhealthy practices and corruption issues close to the masses is a major issue repeatedly emphasized by General Secretary Xi Jinping and a significant deployment made by the CPC Central Committee. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has repeatedly emphasized that we must resolutely prevent and rectify whatever the people oppose and hate; we must persist in correcting all corruption and unhealthy practices that harm the interests of the masses, so that the people can feel that fairness and justice are close at hand. At the Fourth Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping clearly required that Party committees at all levels, especially those at the municipal and county levels, should treat the rectification of unhealthy practices and corruption issues close to the masses as an important task and carry it out on a regular basis, making it tangible and accessible to the people. The Central Commission for Discipline Inspection, the National Supervision Commission, and discipline inspection and supervision organs at all levels have thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important speech and the decisions and deployments of the CPC Central Committee, continuously striving to do a good job in the centralized rectification of unhealthy practices and corruption issues close to the masses, firmly safeguarding the interests of the masses, and achieving remarkable results. To thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the CPC, we must adhere to the strict tone unwaveringly, and on the basis of existing work, promote the rectification of unhealthy practices and corruption issues close to the masses to achieve more tangible and effective results.
       Strengthen ideological understanding, enhance political awareness, and resolutely rectify prominent issues that harm the vital interests of the masses. The interests of the masses are not trivial. From basic necessities such as clothing, food, housing, and transportation to education and healthcare, seemingly minor and trivial matters actually concern the public sentiment. Addressing unhealthy practices and corruption issues close to the masses is related to public sentiment and opinion. By rigorously investigating issues that the people detest and vigorously curbing trends that the people abhor, the masses will benefit, and the party will win the hearts of the people. We must deeply understand the significant meaning of rectification work from the perspective of uniting public sentiment and efforts and laying a solid foundation for governance, and promote the extension of comprehensive strict party governance to the grassroots and close to the masses with the perseverance of a nail-driving spirit. Centralized rectification work is a systematic project. We must tighten the responsibility chain, press down on the responsibilities of all parties, and form a powerful joint force to promote centralized rectification. We must resolutely overcome the sentiment of slackness, fatigue, and weariness, "hold fast to the green mountains and not relax," and "not return until Loulan is broken," persevering in continuously pushing forward centralized rectification in depth.
       We must persistently increase pressure and effort, persist in tackling the issue to the end, and promote the anti-corruption campaign to develop in depth. Handling cases is the most powerful form of supervision and also the most effective deterrent. We must unswervingly focus on handling cases, continue to vigorously punish "flies and ants" corruption, closely monitor the implementation of the Party Central Committee's policies and measures regarding comprehensive rural revitalization, benefiting and enriching the people, and safeguarding and improving people's livelihood. We must intensify supervision and inspection, severely punish acts of embezzlement, retention, misappropriation, false reporting, and extortion, and resolutely cut off the "black hands" that reach into the interests of the masses. Grassroots issues are numerous and widespread, and only by pinpointing the key points can we gather strength to tackle them. We must continue to target and rectify persistent and stubborn problems, deepen special governance around prominent issues, and persistently promote centralized rectification of issues such as "school meals," rural collective "three assets" management, and supervision of the use of rural revitalization funds. We should urge relevant departments and localities to accomplish more tangible and accessible practical benefits for the masses. We must promote the integration of "investigation, rectification, and governance," continuously delve into the institutional loopholes and regulatory blind spots behind commonly existing and recurrent problems, and simultaneously remove "blue algae" and "silt," establishing a sound and long-term mechanism to safeguard the interests of the masses.
       We must be pragmatic and innovative in our approach, driving the deepening and development of rectification efforts. The key to solving problems and delivering real results for the people lies in "practicality", allowing the public to see the "truth". In addressing the unhealthy practices and corruption issues affecting the people, we must use problem-solving and public satisfaction as our yardstick. Through genuine investigations and effective measures, we aim to resolve a series of deep-seated issues, ensuring that the public genuinely feels that corruption is being investigated, their interests are being protected, and their problems are being addressed. This approach continuously fosters trust and unites the people. We must adhere to the Party's mass line in the new era, fully leveraging the enthusiasm and initiative of the masses. We encourage the public to treat rectification as their own affair, actively proposing issues, supervising, and participating in evaluations. We must highlight the tangible and accessible benefits, adapting our methods and approaches in line with the characteristics of the new era. This ensures timely and appropriate resolution of reasonable demands from the public, fulfilling commitments and benefiting the people from multiple dimensions.
       We must enforce discipline and law for the people and rectify unhealthy practices and chaos for the people. Addressing unhealthy practices and corruption issues close to the people is both a tough and a long-term battle. We must continue to make efforts and persist over the long term, achieving solid results in rectification so that the people can truly feel the care and concern of General Secretary Xi Jinping and the Party Central Committee, as well as the presence of fairness and justice.
